1.In accordance with REF (A), a selection board convened to review
nominations for the CSOY and the DFOY.
2.We are pleased to announce the selections for Culinary Specialist
of the Year.
a. Culinary Specialist Second Class (CS2) Micah D. Hetrick from
CG STATION Chatham is selected as the Junior CSOY:
CS2 Hetrick consistently produced exceptional meals for his patrons
and exceeded the expectations of his customers and the Command. He
took great pride in his ability to educate members on international
cuisines. CS2 Hetrick produced uniquely flavored meals,
professionally presented each dish, and utilized the best
ingredients available while keeping within strict fiscal allowances.
CS2 Hetrick developed menus that utilized the freshest ingredients
and focused on items that were in season. For nine consecutive
months, CS2 Hetrick was the sole CS at the unit while the FSO was
out due to injury. During this period, he ensured all financial
reports, menus, and inventories were accurately completed on time.
When Coast Guard Auxiliarists volunteered at STATION Chatham, CS2
Hetrick provided training and guidance for them to work
effectively within the galley.
b. Chief Culinary Specialist (CSC) Nichol E. Billow from USCGC
EAGLE is selected as the Senior CSOY. CSC Billow vastly improved
the administrative processes of the galley through her own personal
dedication and determination. Displaying her expert knowledge of
galley budgeting and menu preparation, she reduced a galley budget
deficit by $45,000 in a span of only seven months. Showcasing her
expert technical knowledge in the culinary arts, CSC Billow expertly
coordinated 25 receptions for over 3,000 guests. She crafted gourmet
menus to include carving stations, seafood, and hors d’oeuvres,
created a fine dining atmosphere onboard the vessel and showcased
the Coast Guard culinary excellence. These receptions played
an integral role in supporting the Coast Guard’s external affairs
missions and were attended by Members of Congress, Foreign
Diplomats, Flag Officers, state and local elected officials,
port partners, and supporters of the Coast Guard Foundation.
c. Culinary Specialist Second Class (CS2) Kaylin R. Adams from
USCGC HADDOCK is selected as the Runner-up Junior CSOY and Culinary
Specialist First Class (CS1) Josh Anthony D. Pablo from USCGC OLIVER
HENRY is selected as the Runner-up Senior CSOY.
3.We are pleased to announce the selections for Dining Facility of
the Year:
a. The winners for DFOY are:

Message From Product Line. SPL WMEC Equipment Status Survey Check your Emails!
A separate Email stating “Galleys cannot be reconfigured with non-standard equipment either” was sent out recently. I felt it was insensitive to cooks. During my travels, I find most everything on Cutter Galleys is bought through a non-standard process. Broken equipment is a retention/recruiting disaster now that our new members have blended retirements and nonrates have to be at units four months before going to “A” School. They will look at the shape of our galleys and sign up for any “A” School but CS.
The good thing is the newly expanded Product Line and The CS Facilities and Equipment Branch Chief CSC Michael Sukohl (Ryan) are on it. Please provide them with the information they are requesting so we can work efficiently within SFLC standardized processes.

Good morning FSOs,
We are contacting each of you to obtain some critical information on the status of your CGDF equipment. The goal is to compile the data we receive from you regarding your galley equipment to facilitate a productive meeting with MECPL. Our request is an urgent one, as SPL would like to have this meeting with MECPL within the next two weeks. We have attached an Excel spreadsheet for all of you to utilize, and we would greatly appreciate it if you would take the time to fill it in. This information is necessary to provide a list of modern equipment for the WMEC fleet that meets fit, form, and function. The below list is an example of equipment that we need to know the condition of, but if you have something that isn’t on the list, please add it to the spreadsheet (Large Standardized Equipment only Please) . In the comments section of the spreadsheet, please include any/all information on equipment you have put in CASREPs/DISCREPs for, as well as any attempted repairs that your unit has tried to make on its own or through tech services.

For me, whoever sent “Galleys cannot be reconfigured with non-standard equipment either” is basically saying we can’t have new equipment. We are the lowest priority when it comes to everything. The only way we get equipment is through fall-out funds, leftovers, falling crumbs, and giving the CO a cookie for an oven. We are not the Aviation community… we are the opposite, we rarely get support from our commands/EOs.
We just want to cook. Begging, lying, and cheating for equipment is how we roll, and standardizing us prevents us from doing this.
I’m happy to see Subsistence Product Line and Chief Sukohl on it.

Below is a great email update about all the projects A-School is working on.
Summary: A-School student #s, Jack of The Dust Course, ACF Accreditation, FSO-PVA/FSO-PI Updates and Sanitation Training – thanks for all the name ideas the winner is C-Star**** Sanitation Training Annual Refresher. The Runner-up was GRITs (Who can figure out the acronym?) from Chief Sonata Haley. Congratulations on the upcoming retirements for CSCS Knesek and CSCS Lyons you will be missed and congratulations to all the position changes the A-School is in great hands!

We wanted to provide a quick update on the status of projects and initiatives from the CS Schoolhouse as we begin moving into a busy transfer season.
CS A School:
- 06-23 graduated last Friday with 9 active duty and 2 international students.
- We have 07-23 (11), 08-23 (5), and 09-23 (6) on deck.
- 10-23 is slated for 10 students and 11-23 is slated for 4 students.
- We are tracking 1 potential agile A school student for 12-23.
- Current FY23 graduates: 50
- Projected FY23 graduates: 86-96
- We are building out and will be routing a new Curriculum Outline to correct minor errors and increasing maximum student size to 18 per class.
- The Upper Galley renovation was completed in the beginning of March.
- Working with CSCS Fuchs on ACF accreditation initiatives.
CS C School:
- FSO-PVA
- Successful completion of Dev Test during March 6-22 class.
- Pilot scheduled for April 3-19 class.
- Project is on schedule.

- Successful completion of Dev Test during January 30-Februarary 17 class.
- Pilot scheduled for June 5-23 class.

- CSCS Deaver will transition to the Assistant School Chief position once CSCS Shelton arrives from DC in July

- LCDR Tatara is taking over as the Performance Systems Division Chief position here at TRACEN Petaluma April 14. He will be dual hatted until the arrival of the new division officer, LT Angel Brosowsky, in late July. The good news is he will continue to be the project manager for all CS projects.

Email From CSC Toler: New Load Guide Assist Tool
I really wish I had something like this calculator Chief Toler created when I was FSO. Please take a look at this amazing load-out calculator. Chief Toler is a master at these excel spreadsheets. Between his new inventory workbook and this load guide tool, I would have saved countless hours/days of back in the day.
I know this doesn’t fix our broken paperwork system and we are still fighting for “Galley”. The good news is due to your bravery and input at the deck plate, a new paperwork system is moving forward. To see your feedback in action please read
This calculator is a great tool to help assist FSOs during load outs. I believe proper load-outs of our cutters is the most important job of an FSO. Over time the use of this tool with make loading out less difficult and more accurate.
Thanks again for all your hard work in the fleet, especially during these trying times. Your passion has a huge impact on the lives of our shipmates.

Attached is a tool for FSOs and JODs to aid in the development of load guides. The intent of this tool is to determine the necessary amount of protein needed for a patrol based on Unit Type, Crew Size, and Number of days Underway (the CS version of “Safe to Sail”). Additionally, this tool helps JODs estimate breakout amounts of protein for each meal. This tool has been shared with the Product Line and (future) Culinary Service Branch to be used for pre-deployment counseling.
