1.PSC-EPM is soliciting interested members for selection as the
next Rating Force Master Chiefs of the following ratings:
AET, AMT, CS, EM and HS.
2.All members in pay grade E9 or above the cut on a published Master
Chief Advancement Panel eligibility list at the time of the panel
convening 03 OCT 2022, are eligible to apply.
3.Estimated report date is 01 JUL 2023.
4.RFMCs are the senior subject matter expert in their respective rating
and serve as an advocate and advisor for all matters that could impact the
health and professional development of their rating.
5.Application Process: All members who are interested in this
prestigious position and meet the requirements set forth in REF (a) will
follow a two-step process. Members shall add the RFMC position on their
PCS e-resume, and submit for RFMC screening in Direct Access NLT 19 SEP
2022.Members will be screened for the position and selected based on
desire, background, and performance.
a. Member’s e-resume comments must include a narrative stating the
member’s top concerns and priorities for their rating.
b. Command endorsements will attest to the member’s eligibility and
ability to fulfill the duties of this position, as well as address
backfill concerns, if applicable.
6.Submission: Directions on how to submit for RFMC screening are:

correct endorser’s EMPLID for a command endorsement, then click “Save”.
h. Once the endorser has completed the entry, the endorser will
click “Marked Final”.

1.This ALCOAST announces an update to financial reporting and
reimbursement processes within Coast Guard Dining Facility (CGDF)
operations, the following policy changes will become effective 01
MAY 2022. Updated memorandum templates and job aids are available
on the CS Portal Page:

a.For Extraordinary Operating Conditions (EOC) Procedures,
units will submit an EOC request to COMDT (CG-1113) by memorandum,
through Defense Logistics Agency Troop Support (DLATS). Units must
include an updated Food Basket Survey provided by DLATS and copies
of supporting receipts/invoices with applicable items highlighted
with the request memorandum. Updated job aid will be available in
REF (B).
b.For CGDF Reports of Survey, units will submit to COMDT
(CG-1113) for approval. Submission of CGDF Reports of Survey will
include Form CG-5269, a list of all surveyed items on Form CG-2581,
and a memorandum request from the Commanding Officer/Officer-in-
Charge for funds allocation. Updated job aid will be available in
REF (B).
c.Shipping/freight charges incurred for subsistence purchases
will be billed separately. Units will submit copies of shipping/
freight invoices to COMDT (CG-1113) and will receive an approval
memorandum with instructions for disposition. Document the number
and amount in Block G and Block K of the CG Dining Facility
Operating Statement (CGDFOS). Units must ensure all supporting
documentation for shipping/freight receipts are included with the
submission of the CGDFOS to FINCEN. Updated job aid will be
available in REF (B).
d.For compensation for Alien Migrant Interdiction Operations
(AMIO)/Destitute persons, units will submit a Requisition in
Financial Systems Modernization Solution (FSMS). Area cutters will
create an Obligation (PO number) using MILSBILLS PREPARER role in
FSMS. Non area cutters will send requisitions to their designated
Regional Support Team (RST). Updated job aid will be available in
REF (B).
e.For dining facilities permanently disestablishing, entering
midlife or Recurring Depot Availability Program (RDAP), contact the
FINCEN Liaisons and Subsistence Product Line (SPL) for assistance
(FIN-SMB-CSLIAISON@uscg.mil & SPL@uscg.mil).
f.The CGDF monthly file will contain all applicable financial
documents for each month’s transactions. Cover sheets listing
applicable documentation (left and right side) and order of
precedence will be used for each side of the CGDF monthly file.
Updated job aid will be available in REF (B).
g.Financial documents no longer required in the CGDF monthly
file:
(1) Left Side:
i. FINCEN serialized memos acknowledging deposits
received.
ii. Approved Not-To-Exceed Procurement Request,

h.Additional financial documents required in the CGDF monthly

vi. Approved DHS Procurement Request for Purchase Card
and DLA/MILSBILLS.
i.The Perpetual Inventory System Workbook (PISW) and the
Purchases vs. Allowances Inventory System Workbook (PVAISW) have
been updated to REV 22-01. As of 01 June 2022, the CG Finance Center
will no longer accept previous versions of the PISW or PVAISW and
they will be rejected. These changes will be included in the next
revision of REF (A). The following changes include:
(1) Block B, Line 27 Maximum Accumulated Allowance now
allows for the selection of 10%, 30%, or 50%. All ashore dining
facilities may carry-over a maximum of 10% Accumulated Allowance.
Afloat dining facilities may carry-over a maximum of 30% Accumulated
Allowance. WLBs, WLBB, WMECs, OPCs, WMSLs, WAGBs, and WIX may
carry-over a maximum of 50% Accumulated Allowance. The 10% deficit
rule still applies to all units.
(2) Block G has been updated with constraints to allow for
only compliant reference numbers. Compliant reference numbers will
be either the reference number found on the Credit Card History
Report (CCHR), the DLA reference number found on the Sent Receipt
Report (SRR), or a “UN” (unknown) number. Create a “UN” number if a
reference number has not populated on the CCHR prior to the
submission of Guard Dining Facility Operating Statement (CGDFOS) to
FICNEN.
(3) Operational General Accounting Division (OGD)
acknowledgement receipts no longer exist. For Pay.gov payments, use
the Pay.gov tracking number on the payment receipt. For Credit Card
and OTCnet transactions, use the voucher number. For cash and check
transmittals, use the voucher number provided by FINCEN.
(4) Block “D” Line “34” has been updated for input of
DD-1149s.
j.Update to the Inventory Management Workbook Perpetual (IMWP)
(Rev. 22-01.a) is now authorized for use. A copy is available on the
CS Portal Page. Contact the SPL for assistance in transferring your
inventory (SPL@uscg.mil).
k. All dining facilities will submit a digital copy of the
CGDFOS and supporting documents, when applicable, to FINCEN. Updated
job aid will be available in REF (B). The supporting documents
include the following:
(1) Reimbursable Issues and Sales of Stores
(2) CG-2581, Transfer of Stores
(3) CG-2581, Sales of Stores
(4) Credit Card History Report (CCHR)

SUBJ: SELECTION OF THE 2021 FORREST O. REDNOUR MEMORIAL AWARDS FORCULINARY SPECIALIST OF THE YEAR (CSOY) AND DINING FACILITY OF THEYEAR (DFOY)

1.In accordance with REF (A), a selection board convened to review
nominations for the CSOY and the DFOY.
2.We are pleased to announce the selection of Culinary Specialist
Third Class (CS3) Samantha Osorio from USCGC WILLIAM FLORES as the
CSOY.
a. Working largely independently through CY21 and performing well
above her paygrade, CS3 Osorio exemplified the highest Culinary
Specialist (CS) performance standards while assigned to USCGC
WILLIAM FLORES. CS3 completed all required duties of the CS3 and the
majority of the CS1 duties: she provided 22,485 meals, managed a
food budget of $94,276 and completed all financial administration
requirements. In order to better cater to a diverse crew, CS3 spent
numerous off-duty hours purchasing and preparing separate menu
options for crewmembers who had specific dietary or religious meal
requests. Between meals, CS3 provided vegetable and fruit platters
for the crew to ensure healthy availability options. Additionally,
CS3 sustained the cutter for two 31-day patrols while working in the
Mona and Windward Passages; she often had to stretch the limited
stores of the Fast Response Cutter for 6-10 consecutive days without
resupply and prepare food in extremely rough seas. During these
patrols CS3 singularly managed the feeding of migrants, and overcame
daunting challenges related to procuring subsistence items during
foreign port calls. Despite these constraints and added demands,
she maintained a high level of nutritious, quality meals for the 24
person crew. In the community, CS3 frequently collected donations
and volunteered with local charities. In addition to fulfilling her
primary duties as well as many of those of the FSO, CS3 served in
critical roles during all damage control scenarios and facilitated
AMIO and counter-drug operations as a qualified Boat Deck
Supervisor. CS3 Osorio was an integral part of the overall mission
success of USCGC WILLIAM FLORES.
3.We are pleased to announce the selection of Culinary Specialist
First Class (CS1) Micah J. Pletsch from USCGC MUSTANG as the
Runner-up CSOY.
a. CS1 Pletsch’s professionalism, competency, and strive for
excellence ranks him amongst the finest Culinary Specialists in the
Coast Guard. CS1 ensured all meals served were designed with a
balance of healthy preparation techniques and taste. Completely
dedicated to the crew, CS1 consistently met with crewmembers to
solicit feedback on galley performance, leading to the preparation
of separate options for members tailored to their pallet and dietary
restrictions. CS1’s hosted crew-wide cooking classes, which raised
morale and enabled members to prepare their own meals during his
absence. In the community, CS1 volunteered at the Local American
Legion and participated in various veteran events. Separately, CS1
earned qualifications as Davit Operator, Boat Deck in-charge, Cutter
Surface Swimmer, Quarter Master of the Watch, Cutter Boat Medium
Coxswain, Boarding Team Member, In-Port Officer of the Deck, and
Underway Officer of the Deck. CS1 Pletsch displayed true competency
and professionalism in all of these endeavors.

Message From the TRACEN Petaluma Training Officer

COMDT’s Intent & RW2030 efforts, we’re accelerating advancement & graduation of Culinary Specialist “A” School graduates, when their undergraduate experience & classes matches with E-4 RPQs.

CS “A” 01-23 has two students with undergraduate degrees in Culinary related sciences, with 1 of these programs certified by the ACF: SN Jean Carlo Soto Mendez & SN Lumeiry Gonzalez Rodriguez. Staff in the CS Schoolhouse evaluated their educational transcripts against E-4 RPQs, & determined these two students met all the E-4 RPQ requirements, equivalent to graduating CS “A” School. Based on total coverage of E-4 RPQ’s, I’ve designated them today as SNCS’s.

Currently, we’re comparing their education to E-5 RPQs. And are determining how we can evaluate E-5 performance while they complete their administrative requirements to effect a successful PCS transfer. As such, we’re tracking a 02 September departure from TRACEN Petaluma, working w/the CS Detailer.
