RPQ Support Message from CS Rating Knowledge Manager (RKM)

Fellow CS’s

Since the majority of our E5 and E6’s are independent duty or stationed at units that don’t have a senior CS, as the CS Rating Knowledge Manager (RKM) I am providing you with an opportunity to have your culinary E5 or E6 Rating Performance RPQs signed off before the February 1st deadline. You have the option to download videos of any of the culinary food RPQs that you want verified for completion (if completed correctly).  If you send a 3 to 5 minute video of yourself completing your RPQ and successfully accomplish all of the RPQ tasks, CSCM Reed will sign your completed RPQ(s) and send them to you and command  via email . To submit your video, please follow the steps below.

I have included a job aid to assist on how to record and send your video for completion signature.

ACF Certification Message from Captain Chong CS A School

BLUF: On 12 Jan 2024, CS “A” 04-24 became the first class in history to graduate with the American Culinary Federation (ACF) Certified Fundamentals Cook certification. 13 CS3s and 4 Philippines Coast Guard (PCG) members earned this industry leading certification. At 17 members, this was also tied for the largest graduating class in the history of the CS rating.

The American Culinary Federation Education Foundation (ACFEF) conducted a site visit at CS “A” School on July 10, 2023, supported by the CS RFMC and CS Program Office. ACF evaluators reviewed instructional delivery methods, appropriate levels of culinary equipment use, and effectiveness of demonstrations and practice to imparting instructional success.

The ACFEF evaluator reviewed the schoolhouse on four criteria:

  • Teaching safe work practices
  • Providing adequate facilities for training
  • Instruction outside of the kitchen
  • Transcript of course/Course completion certificate.

Unique to other institutions, this evaluation included safe work practices during product demonstrations and lectures during students’ ServSafe Manager training. The evaluation noted several positive successes in sanitation, training spaces, instructional content, and the overall phased structure of the training program.

Formal notification was received by the CS Program office in December 2023, which recognized the CS Schoolhouse as an ACF certified institution for a three-year period effective 09 August 2023. CS Schoolhouse leadership is working with the CS Program to further expand and align ACF certifications to the CS workforce, including pursuing Certified Culinary Instructor approval for CS instructors and Culinary Support Activity leadership.

MIO Message from SPL/CSB Master Chief Joiner

Good morning Command’s and FSO’s,

The Culinary Support Branch have been receiving numerous emails asking if CS’s are exempt from MIO operations.  Specifically watches, and direct contact with migrants.  The reference below addresses the issue of food service to migrants and should cover any questions or concerns.  This is not an automatic exemption from performing tasks assigned by the Commanding Officer.  However, in accordance with COMDINT 6220.9B, PUBLIC HEALTH AND DISEASE CONCERNS RELATED TO COAST GUARD OPERATIONS states the following:

1. Food must be prepared and stored in accordance with Ref (e) (Food Safety and Sanitation Program, CGTTP 4-11.12A). Foodstuffs from alien migrant sources should not be brought aboard Coast Guard vessels. Foods from alien migrant sources must not be served to Coast Guard ADSMs.

2. Meals should be prepared and served separately for Coast Guard ADSMs and alien migrants. Attention is required to ensure meals reach the intended persons and that cross-mixing or contamination of foods does not occur. Once food has left controlled areas to be served to alien migrants, it must not be returned for storage or reuse. Food should be delivered first to a neutral area by food service staff or mess attendants away from the holding area, then to the holding area and served by non-food service ADSMs. Basically, food service ADSMs and mess attendants should not be in the vicinity of migrants.

3. Individuals who prepare foods must be healthy and free of communicable diseases. To minimize risk of inadvertent disease transmission, food service ADSMs should not come into close contact with alien migrants. Alien migrants must not enter areas where food is prepared, served, or stored for Coast Guard ADSMs.

COMDINST 6220.9B, Sect 3, B 1-3.

The Culinary Support Branch fully understands the demanding and stressful nature of sustained Migrant Operations and can be contacted if further clarification is needed.
