Feb 2024 UPDATE: Assignment Officer (AO)

Good morning CS’s!!

Happy Tuesday!  I wanted to give you all an update on where I currently am in AY24 transfer season. Thus far,  247 orders have been issued since official eResumes were due in December. I have approximately 55 orders left to issue (not including A school orders) with the majority being at the E5 and below level. My goal is to get everyone their highest earned assignment! There are still some items that I am waiting on to settle out and will be issuing the remainder of the orders as I can.

With the influx of prospective Culinary Specialists joining the CG , we are instituting the vested crew member program for members with guaranteed A School. Under this program, non-rates with guaranteed CS A School are going to be sent directly to a CS3 assignment after boot camp while they wait to go to A school. This program is being utilized for members whose A school is 4 weeks or more out from graduation from boot camp and is being initiated due to our A Schools being at max capacity. Once the members report into their unit, they will be issued TDY orders to their A school class. For units that will be receiving vested crew members, I will be reaching out to the FSO and command to discuss the program and how it will work for the members. If there are any questions on this policy/program, please let me know.    

For those members that applied for Special Command Aide, interviews are being scheduled so please monitor your emails or reach out to Senior Chief Rohrs for more information. A re-solicitation message was released on Friday, February 2nd for District 17 SCA REPFAC and the DHS Mess (see attached message). A solicitation message for the White House Chef assignment has also been released for a March 2025 report date. This assignment requires a TS (YW) security clearance, which is why we are soliciting for the assignment now. Please give Senior Chief Rohrs a call to discuss if you are interested!  If you have any questions on either of these messages, please let me know.

A lot of you have been reaching out to conduct career counseling for AY25. While I have no problem conducting career counseling, it is a little to far out right now to discuss what assignments will be available in AY25, as well as items like extensions, fleet-ups, etc. Once the current AY is over, I will send out a message officially beginning AY25, where we can begin discussing extensions, fleet-ups, etc.

The final orders of business. As you all know, the Junior CS Assignment Officer position is currently vacant. It is my pleasure to announce that Master Chief John “Scott” Jeffries, has been selected to fill this assignment beginning this summer. Master Chief Jeffries is currently assigned to the DHS Executive Dining Facility in Washington D.C. where he oversees a team of 6 Culinary Specialists. Master Chief Jeffries brings over 6 years of sea time experience on multiple platforms, from 225’s to 87’s and river tenders. Please join me in welcoming Master Chief Jeffries to the team.

Feb 2024 UPDATE: TRACEN PETALUMA CS School

“A” School

  • Currently, the CS A School is redesigning Capstone to align with the ACF Certified Fundamentals Cooks practical exam.  Other current projects include developing instructional materials for recently added TPOs and making quality improvements to students’ homework.
  • Culinary -Sanitation Training Annual Refresher (C-STAR):
    • The goal of this course is to make the requirement for annual sanitation training easily accessible and available for all Culinary Specialist (CS) personnel.  C-STAR features training based on the ServSafe Food Protection Manager Course and includes additional USCG specific requirements. The course is broken up into self-paced units and may be completed throughout the year. The tests for each 1-hour unit of training are live in the LMS Course Catalog under “C-STAR” or Course Code “100587.” Program is currently working on linking C-STAR to CGBI and will officially announce via an ALCOAST, requiring All CS personnel to complete C-STAR in 2024.

“C” School: The FY24 school year is off and running.  Currently delivering the first of 3 FSO-PI courses.  The first of 5 FSO-PVA classes begins Feb 26th. New meal rates and CGDF workbooks are being implemented to the curricula.  New JOD SOJT is scheduled to go live this month.  A course code has been generated in DA with a competency code to follow. We are now teaching credit card terminals and OTCnet for the first time in FSO-PI this week.

This ALCOAST announces the results of the Military Workforce
Planning Team (MWPT) FY 2024 deliberations regarding monetary and
non-monetary interventions for enlisted and officer personnel.
Specifically, this ALCOAST authorizes Enlistment Bonuses (EB),
Critical Skills Training Bonuses (CSTB), Critical Skills Retention
Bonuses (CSRB), Selective Reenlistment Bonuses (SRB), and Aviation
Bonuses (AvB), as authorized in accordance with REF (A).

These interventions apply to eligible Enlisted Active Duty
Members, Active Duty Officers, Selected Reserve (SELRES), and
Reserve Members under Extended Active Duty (EAD) Orders. The
bonus offerings outlined in this ALCOAST are for FY2024
(beginning 01 OCT2023) and are expected to remain in effect until
the end of FY2024 (30 SEP 2024) contingent upon Congress extending
the authority for payments. Any modifications or discontinuation
of monetary interventions will be communicated via ALCOAST not
less than 30 days in advance of the change. Authorized FY2023
monetary interventions terminated on 30 SEP 2023.

Selective Reenlistment Bonus (SRB):
a. Members meeting the criteria in Chapter 2.F of REF (A), are
eligible for an SRB. An SRB may not be paid for the same period
of service in which an Enlistment Bonus, Critical Skills Training
Bonus, or Critical Skills Retention Bonus is paid. Members must
continuously meet all performance and conduct standards, including
additional reenlistment criteria outlined in REF (B). Members must
reenlist to qualify for an SRB. Members extending their enlistment
contracts are not authorized to receive SRBs. Members must
satisfactorily complete the term of their SRB contract in the rating
for which they received the SRB. Members who fail to do so will be
subject to unearned bonus repayment. No waivers will be given for
members exceeding Time in Service (TIS) requirements for the
applicable zone.

Quick Ship Enlistment Bonus (QS-EB):
a. A $5,000, or as directed by Coast Guard Recruiting Command
(CGRC), a $10,000 QS-EB, may be offered in addition to education or
Guaranteed A-School Bonus to incentivize early shipping not to
exceed the maximum statutory authority bonus limit of $75,000.
Eligible applicants for the Quick-Ship EB must agree to ship not
more than four (4) weeks prior to the Recruit Training Company
Convening date or to the next critical fill Recruit Training
Company as directed by CGRC. Applicants agree to enlist and
satisfactorily complete a minimum of four years Active Duty
Service Commitment (ADSC).

b. Members must maintain physical readiness and medical standards
for continuous retention IAW REF (C).
c. Members considering appointment to the warrant or officer
corps may still enlist, re-enlist, or extend their contract without
electing to receive a bonus.
d. PPC receives a high volume of bonus questions and submissions.
Unanswered questions must be routed through the member’s
Personnel and Administration (P&A) Office before engaging PPC.
Payments may take up to two (2) months from the
date a member’s (P&A) Office has submitted a trouble ticket to PPC.
Refrain from contacting PPC about a bonus until two (2) months have
elapsed from a trouble ticket’s submission date. If it is not known
whether a ticket has been submitted, designated yeoman should
contact PPC Customer Care for investigation. If no ticket is active,
submit a trouble ticket with appropriate bonus documentation.
e. COs and OICs are reminded that all members who agree to
obligate service and are within the FY of their end of enlistment,
or within the FY of their six (6) or ten (10) year active duty
anniversary date will:
(1) be counseled on their SRB eligibility;
(2) have the opportunity to read REF (A) in its entirety; and
(3) sign the appropriate Administrative Remarks, Form CG-3307,
for their personnel record.
f. Eligible members are reminded that they ultimately decide the
length of contractual obligation and actual date of reenlistment.
A reenlistment requires the member’s signature acknowledging they
have read and understand the terms of the contract and have had all
questions answered to their satisfaction.
g. Members who previously signed contracts IAW REF (D) are
prohibited from canceling their existing contract to sign a new
contract to meet the requirements of this ALCOAST.
h. Members who were counseled about their SRB eligibility and
signed an Administrative Remarks, Form CG-3307, entry IAW REF (D),
but have not signed a reenlistment contract, are eligible to receive
a bonus in accordance with this message. Members must still meet
the remaining requirements of this ALCOAST and REFs (A) through (D).
i. For questions, members should contact their unit counselors
(typically, the Command YN/CMC/SCPO/MCPO) well in advance of
their reenlistment or extension date. Additional sources of
information include the member’s P&A office, Servicing Personnel
Office, work-life staff, and senior Yeoman. For questions that
cannot be answered after exhausting the above resources, the
designated administrative support representative for that specific
unit may contact COMDT (CG-1M1) at: HQSPolicyandStandards@uscg.mil.
j. Special Assignment Considerations: Members in critical ratings
are encouraged to apply for special assignment opportunities.
PSC-EPM will work within each rating to ensure a proper balance is
achieved between special assignments and rating needs.
k. Members who reenlisted or extended between 01 OCT 2023 and
the date of this message due to end of enlistment in FY2024 or
obligated service requirements upon receipt of AY2024 PCS orders,
are eligible for applicable bonuses. Members who entered into an
agreement to extend or reenlist may submit a request to CG PSC-EPM-
1 to cancel the agreement for the purpose of reenlisting or
extending for a longer period to obtain applicable bonus.
l. Members who have already received Assignment Year 2024 orders
not covered by the Military Workforce Planning Team incentive
program are ineligible to recompete for a position covered by the
program.

This ALCOAST announces an update to financial reporting processes
for Coast Guard Dining Facility (CGDF) operations. The following
policy changes will become effective 01 February 2024. Updated
workbooks, memorandum templates, and job aids are available on the
updated CS Portal Page:

a. All CGDFs will utilize the newest revision (Rev. 07-23)
Perpetual Inventory System Workbook (PISW) and Purchases vs.
Allowances Inventory System Workbook (PVAISW) to complete all
Worksheets (WS) IAW REF (B). As of 01 March 2024, the CG Finance
Center (FINCEN) will no longer accept previous versions of the PISW
or PVAISW and they will be rejected.
b. All CGDFs will utilize the newest revision (Rev. 07-23)
Inventory Management Workbook Perpetual (IMWP) and Inventory
Management Workbook Purchase v. Allowance (IMWPVA) to track and
record all inventories IAW REF (B). As of 01 March 2024,
FINCEN will no longer accept previous versions of the IMWP or IMWPVA
and they will be rejected. A migration tool is located on the CS
Portal with instructions.
c. CGDFs utilizing Individual Credit Accounts (ICA) will record
and track members’ bills in the updated ICA Workbook (Rev. 07-23).
As of 01 March 2024, FINCEN will no longer accept previous versions
of ICA Worksheets; all previous versions will be rejected. Payment
of ICA is required within 5 business days after issuance. Prior to
leaving the unit, through Permanent Change of Station (PCS) or other
timeframes that cross CGDF reporting periods, members will pay in
full their accrued ICA bill. Coast Guard Dining Facility Operation
Statements (CGDFOSs) will be rejected by FINCEN if there are any
outstanding (unpaid) ICAs and/or receivables from the previous
reporting period. Units are required to submit a memorandum to
FINCEN detailing the nature of the delinquency and actions to
collect and account for outstanding payments.
d. The physical CGDF monthly file will contain all applicable
financial documents for each month’s transactions. Cover sheets
listing applicable documentation (left and right side) and order of
precedence will be used for each side of the CGDF monthly file.
Updated job aid will be available on the CS Portal.
e. All dining facilities will submit a digital copy of the
CGDFOS and supporting documents, when applicable, to FINCEN. An
updated job aid will be available on the CS Portal. The supporting
documents include the following:
(1) Reimbursable Issues and Sales of Stores
(2) WS-2581, Transfer of Stores
(3) WS-2581, Sales of Stores
(4) Credit Card History Report (CCHR)
(5) Sent Receipt Report (SRR)
(6) Requisition and Invoice/Shipping Documents (DD-1149)
(7) ICA Data Page
(8) Supporting Memorandums (FSO Relief Memo, Report of
Surveys, Excess Deficits, etc.).
(9) OTCnet, Credit Card, and Pay.gov logs

f. A checklist detailing reasons why a CGDFOS will be rejected
is available on the CS Portal. Any rejected CGDFOS will be corrected

These changes will be incorporated into the next revision of REFs
(B) and (C), which will be released within 12 months.

Background: SCAs fill a variety of high visibility positons at
the White House, the Department of Homeland Security Execu􀆟ve
Dining Facility, the Commandant’s Flag Mess at Coast Guard
Headquarters, and Representatonal Facilites (REPFACs) around the
Coast Guard. Their responsibilites vary dependent upon the
assignment. SCAs provide support to senior leadership in the
executon of representatonal dutes for the Coast Guard.

Discussion.
A. Assignment as a SCA is a unique opportunity to represent the
Coast Guard and to serve senior leadership as they execute
responsibilites and strengthen partnerships with foreign
dignitaries, senior government officials, and other organiza􀆟onal
stakeholders. To be successful, SCAs must be service-oriented,
have outstanding work ethic and initatve, and possess excellent
culinary skills.
B. SCA dutes for assignments at REPFACs include, but are not
limited to the following:

Household Management: Maintain the official entertainment
areas of the REPFAC, provide care for furnishings and equipment,
requisiton, receive and account for government owned equipment,
coordinate, schedule, monitor work orders, and maintain REPFAC
records.

Financial Management: Maintain accountng records of funds
drawn from the Flag officer’s personal accounts and other
official REPFAC funds, provide (as required) monthly, quarterly,
and yearly reports for all accounts. Plan, execute, and manage
procurements and assist contractng officers.

Enlisted Aide Dutes: Act as point of contact for all
operatons in the REPFAC to include serving as the safety and
security manager, liaison between the REPFAC and the Flag
officer’s staff, prepare uniforms and assist Flag Officers in
executng their official responsibilites.

Food Service: Plan and execute formal dinners, receptons,
and other similar events through the development of menus,
preparaton of food, determining table arrangement and table
seting, greeting guests, and bartending.

Eligibility Requirements: Culinary Specialists who are tour
complete in AY 2025, AY 2026 & AY 2027, and have consistently demonstrated a
superb work ethic, presently serve in pay grades E5-E7, meet
career sea time requirement for advancement to the next higher pay
grade, have a current secret clearance, and exemplify a sharp
military appearance.

Individuals currently in receipt of orders for AY24 will not be considered

Feb 2024 UPDATE: SPL/CSB

Subsistence Product Line

1.  Ashore Major Equipment – SPL continues to work with the Culinary Program (CG-1K13) to seek out funding for major equipment replacement at ashore units. SPL has sent out several messages to FSOs asking for their needs and equipment status. CSC Sukohl, Equipment and Facilities Branch Chief Michael.r.sukohl@uscg.mil  is the lead at SPL. Send an email with your major equipment needs spreadsheet attached. We are working to replace inoperable and poor condition equipment and need to know which units have a need. We can also help transfer new or lightly used equipment from units that somehow have extra equipment on hand.  

2.  Afloat Major Equipment – If you are experiencing equipment discrepancies, ensure that any issues are addressed with the EO and a discrepancy report has been made and you have a copy.  Also, include the discrep/casrep number into the spreadsheet, send to CSC Sukohl, Equipment and Facilities Branch Chief Michael.r.sukohl@uscg.mil and the SPL can inquire with SLFC Asset Managers about the issue.

3.  Culinary Support Branch (CSB) – Operational and very engaged.  You should have received correspondence from your District Representative.  Since becoming operational (mid-23), the CSB has assisted in locating and recouping more than $41,000 in unpaid/unclaimed chow bills and are noticing some alarming trends across the enterprise such as units with multiple late reports, missing receivables, late or missing annual reports and a lack of training.

4.  DLA Support –CSCS Oellrich Ernest.Oellrich@dla.mil is the primary and CSC VanWart ryan.w.vanwart@uscg.mil is the secondary contact for all DLA or STORES Web account questions.

New ordering procedures for Cutters making stops at NS Guantanamo Bay have been instituted. 

The ordering issue in GTMO has been resolved with a few extra steps. We now have an ordering point in DLA that is specific to the Coast Guard, GTMOCG-GTMO COAST GUARD. The ordering process will remain the same on DLA. However, there are a few unique steps that are specific only to GTMO:

  1. As soon as you know your unit is heading to or even possibly heading to GTMO you need to notify the DLA Representatives they will link your account to the ordering point and create a MILSTRIP for your unit.  Once that is done, the vendors will have your unit in the system.
  2. There is a TWO-WEEK lead time for ordering. The Required Delivery Date (RDD) that is entered is NOT for when you want your stores delivered, it is for when the stores will arrive to the airport in Norfolk.

CSCS Ernest N. Oellrich says: Greetings from Philly! I wanted to pass a couple of Defense Logistics Agency (DLA) items for your awareness:

-If you have never had a STORES web account, please reach out to me and I will assist in setting one up.

-If transferring to a new unit and have already created a DLA account, a new account is not necessary. The original one created will be with you for your entire career. The only thing that is needed is to re-request for roles in Account Management and Provisioning System (AMPS) for the new location. Once this is completed, I can remove you from the previous unit and attach you to the current unit. Please reach out to me and I will provide detailed instructions on how to get that done. It typically takes about 5 minutes.

-After you complete the AMPS request, I need the email notification received forwarded to me. If I do not know about that email then I am not able to inform the civilians to approve the request and if too much time passes, the process will have to be repeated.

-Before going out on patrol, please reach out to me and inform me of the possible locations the unit will need DLA ordering points. This is to give plenty of time to ensure the location is available, create a MILSTRIP if needed, or reactivate the MILSTRIP if it has gone into inactive status.

-Almost every ordering point outside of the Continental U.S. (OCONUS) requires a 14-day lead time– 21 days for a better fill rate. Sometimes an order can get there in a shorter timeframe, and sometimes not. Best to always meet the 14-day time and not leave it to chance. The more last minute the request is, the more likely it will not be filled.

-When making an order OCONUS please let me know. This way I can inform the DLA team and vendors to make sure the order has been received and can meet the delivery date.

-Be advised that there is a lack of coverage in the Caribbean. The only ordering point available is the newly created GTMO ordering point (see above).

-There are ordering points in Mexico, Central America, and South America. However, the only available items are produce. Certain ordering points are no longer available in these regions i.e. Ecuador and Peru. Reach out to me for more information.

5.  Surge Staffing – With the activation of the CSA Alameda the TDY requirements have stabilized, and the CSA are doing fantastic work. (FY24 – Q2) -CSA Yorktown filling 5 of 14 RFFs – 36% and CSA Alameda filling 5 of 14 RFFs – 36%, Sectors/AIRSTA’s filling 3 of 14 RFFs – 21%, Cutters filling 1 of 14 RFFs – 7%.  If you wish to volunteer for upcoming requirement, please have your supervisor contact CSCM Rivers alexander.b.rivers@uscg.mil.

6.  Hurricane Season – It will be here before you know it.  Reminder to all FSOs in the usual Hurricane Impact areas. Make sure you have a plan and consider keeping 3-5 days of shelf stable stores that you can prepare for the crew. If your unit is impacted beyond 3-5 days then the impact is usually significant and galley is inoperable.

Check your emails – RKM Master Chief Justin Reed gets us the Butter Book!

Master Chief Justin Reed, our Rating Knowledge manager (RKM) was able to lock down a 1 year memberships for all Culinary Specialists for the Butter Book ($200 value). All you need to provide is your name and CG Email.  An email was sent to you (search outlook for butter book). These courses can earn you Continuing Education Hours (CEH) for ACF certification and all content is accessible CG network.

The Butter Book was created by the French Pastry School founders. The system guides you through the foundational skills needed to master proper pastry, BREAD (bread is the most important product on a boat besides the protein) and cake decorating. Butter Book tracks the number of completed categories in both lessons & courses, checks for lessons in progress, lists recipe favorites, and logs activity of the cooks over time.

Each contains a video, and we always suggest students watch them in their entirety before attempting the recipes and techniques within them. A solid foundation is so important for a us as CSs. We make so many different products from so many different cuisines, some we have never even cooked before, that we rely heavily on the basics to make sure we produce quality food from our ever changing menus. The basics is our lifeline to success… but once you become comfortable with the whys and how’s of the fundamentals, you’ll be able to more easily execute more complex stuff latter.

January Message from the Assingment Officer (AO)

Good morning CS’s!!

Happy Holidays and New Year to you all! I hope everyone was able to enjoy the holidays with friends and family. So far, we are off to a great start to the year, I just pulled the latest A School numbers and classes are filling up quickly, which means that help is on the way to those units that are shorthanded!

Direct access is finally back online, which means I can start to work through the slate and issue orders. Thank you all for your patience as I navigate this assignment year.  A little update on where I currently am in the slate process. I was churning and burning looking over everyone’s E-resumes and slating members for positions while DA has been down. My goal is to get everyone their highest earned assignment! Prior to direct access going down, I issued all Priority 1 members orders, most of the Priority 2 members orders and some Priority 3 members. With DA being back online, I will begin issuing orders as I am able to once, I have all the relevant information, and everything aligned. Be on the lookout in the next 2 -3 weeks for the next round of SWE cuts. Once the cuts are released, I will be making calls to members above the cut and discussing what that means.

For those members that applied for Special Command Aide, Senior Chief Rohrs and I are awaiting the Flag Selection. Once that message is released, interviews will begin to be scheduled with the respective Flag Officer.

I released a critical fill solicitation message this morning for USCGC Terrapin out of Bellingham, WA, please see attached message. The critical fill solicitation closes on January 12th, interested candidates please shoot me an email prior to applying for the position in direct access.
