Subsistence Product Line
1. Ashore Major Equipment – SPL continues to work with the Culinary Program (CG-1K13) to seek out funding for major equipment replacement at ashore units. SPL has sent out several messages to FSOs asking for their needs and equipment status. CSC Sukohl, Equipment and Facilities Branch Chief Michael.r.sukohl@uscg.mil is the lead at SPL. Send an email with your major equipment needs spreadsheet attached. We are working to replace inoperable and poor condition equipment and need to know which units have a need. We can also help transfer new or lightly used equipment from units that somehow have extra equipment on hand.
2. Afloat Major Equipment – If you are experiencing equipment discrepancies, ensure that any issues are addressed with the EO and a discrepancy report has been made and you have a copy. Also, include the discrep/casrep number into the spreadsheet, send to CSC Sukohl, Equipment and Facilities Branch Chief Michael.r.sukohl@uscg.mil and the SPL can inquire with SLFC Asset Managers about the issue.
3. Culinary Support Branch (CSB) – Operational and very engaged. You should have received correspondence from your District Representative. Since becoming operational (mid-23), the CSB has assisted in locating and recouping more than $41,000 in unpaid/unclaimed chow bills and are noticing some alarming trends across the enterprise such as units with multiple late reports, missing receivables, late or missing annual reports and a lack of training.

4. DLA Support –CSCS Oellrich Ernest.Oellrich@dla.mil is the primary and CSC VanWart ryan.w.vanwart@uscg.mil is the secondary contact for all DLA or STORES Web account questions.
New ordering procedures for Cutters making stops at NS Guantanamo Bay have been instituted.
The ordering issue in GTMO has been resolved with a few extra steps. We now have an ordering point in DLA that is specific to the Coast Guard, GTMOCG-GTMO COAST GUARD. The ordering process will remain the same on DLA. However, there are a few unique steps that are specific only to GTMO:
- As soon as you know your unit is heading to or even possibly heading to GTMO you need to notify the DLA Representatives they will link your account to the ordering point and create a MILSTRIP for your unit. Once that is done, the vendors will have your unit in the system.
- There is a TWO-WEEK lead time for ordering. The Required Delivery Date (RDD) that is entered is NOT for when you want your stores delivered, it is for when the stores will arrive to the airport in Norfolk.
- The catalog is limited to only essentials. Catalog available through the DLA Representatives or on the Portal. GTMO ORDERING GUIDENCE (sharepoint-mil.us) GTMO CATALOG (DEC23) (sharepoint-mil.us)
Ordering is limited to the 210’platform and larger. Patrol boats must still utilize the Commissary (Instructions also on portal).
CSCS Ernest N. Oellrich says: Greetings from Philly! I wanted to pass a couple of Defense Logistics Agency (DLA) items for your awareness:
-If you have never had a STORES web account, please reach out to me and I will assist in setting one up.
-If transferring to a new unit and have already created a DLA account, a new account is not necessary. The original one created will be with you for your entire career. The only thing that is needed is to re-request for roles in Account Management and Provisioning System (AMPS) for the new location. Once this is completed, I can remove you from the previous unit and attach you to the current unit. Please reach out to me and I will provide detailed instructions on how to get that done. It typically takes about 5 minutes.
-After you complete the AMPS request, I need the email notification received forwarded to me. If I do not know about that email then I am not able to inform the civilians to approve the request and if too much time passes, the process will have to be repeated.
-Before going out on patrol, please reach out to me and inform me of the possible locations the unit will need DLA ordering points. This is to give plenty of time to ensure the location is available, create a MILSTRIP if needed, or reactivate the MILSTRIP if it has gone into inactive status.
-Almost every ordering point outside of the Continental U.S. (OCONUS) requires a 14-day lead time– 21 days for a better fill rate. Sometimes an order can get there in a shorter timeframe, and sometimes not. Best to always meet the 14-day time and not leave it to chance. The more last minute the request is, the more likely it will not be filled.
-When making an order OCONUS please let me know. This way I can inform the DLA team and vendors to make sure the order has been received and can meet the delivery date.
-Be advised that there is a lack of coverage in the Caribbean. The only ordering point available is the newly created GTMO ordering point (see above).
-There are ordering points in Mexico, Central America, and South America. However, the only available items are produce. Certain ordering points are no longer available in these regions i.e. Ecuador and Peru. Reach out to me for more information.

5. Surge Staffing – With the activation of the CSA Alameda the TDY requirements have stabilized, and the CSA are doing fantastic work. (FY24 – Q2) -CSA Yorktown filling 5 of 14 RFFs – 36% and CSA Alameda filling 5 of 14 RFFs – 36%, Sectors/AIRSTA’s filling 3 of 14 RFFs – 21%, Cutters filling 1 of 14 RFFs – 7%. 6. Hurricane Season – It will be here before you know it. Reminder to all FSOs in the usual Hurricane Impact areas. Make sure you have a plan and consider keeping 3-5 days of shelf stable stores that you can prepare for the crew. If your unit is impacted beyond 3-5 days then the impact is usually significant and galley is inoperable.
