  1. Members are reminded that they must remain compliant with Ref D
    prior to and during the entire period of the training.
  2. The actual date of assignment to the training program will be
    coordinated between the member, Program Manager, and applicable
    Assignment Officer during the AY25 assignment season. The primary
    candidates selected will receive a program acceptance memo within
    two weeks from the date of this message and will have five days to
    accept or deny the program.
  3. Members who attend a fully funded advanced education program will
    incur a minimum active duty obligation of three months for each
    month of education for the first year, and one month for each month
    thereafter. Obligated service begins upon completion of advanced
    training.
  4. Members may contact CG PSC‐EPM‐4, Program Managers, and
    applicable Rating Force Master Chief per the specific Program
    Information Sheet to receive career counseling on how to make
    themselves competitive for future Panels.

The Culinary Specialist Operational Analysis is almost complete and ready to send to the fleet! Thank you to the CS Master Chiefs, Subject Matter Experts/Task List Content Leaders, and Accomplished Performers! 7 CS Master Chiefs traveled to the Rednour Awards show in Chicago to support our award winners and to put together a list of passionate, vocal, and, most importantly, intelligent group of SMEs and Accomplished Performers. These Accomplished Performers travel to TRACEN Petaluma to tackle an extensive task list and narrowing it down from over 1,000 tasks to the 300 most important tasks we perform as CSs. It was wonderful to see, talk with and work with all of them.

Also, thank you to the CS Master Chiefs, SMEs/Task List Content Leaders for creating the preliminary task list that overwhelmingly encompasses all possible aspects of food service and our rating. It was the largest preliminary task list FORCECOM has ever seen.

Be on the lookout for an email with the Survey soon. This is how we shape the rating going forward. We also added over 20 questions allowing you to really speak your mind about our Rating, Supervisors, Commands and peers. If you want senior leadership to hear about something, take the survey and we will see and read it. It’s all anonymous so go right ahead, be a leader, and use your voice to make this rating better.

Thank you for everything. I’m surrounded by so many amazing CSs. It really makes my job easy. The inspiration we feel from the Junior Petty Officers is overwhelming. Many E4s, with less than a year in, are doing 1st Class level work on their own. I’m so grateful to all our CSs on how you can handle the BS we put up with every day. Your resiliency and work ethic are unheard of in in our current culture. CS Senior leadership understands this is and trying to lessen the expectation and work loads our CSs are faced with each and every day. It is an amazing time to be a CS but there is a lot more work to be done to support our people and create a Rating that is treated fairly and responsibly.

Vested Crew Member Guidance

We have heard your requests for guidance and support regarding best practices with your Vested Crew Members (VCMs). Additionally, many of you have inquired about ways to shorten the training duration for VCMs at A School, especially given the preliminary training you provide in your galleys. We are excited to share our progress and introduce a pilot system developed by A School and the RKM.

For those unfamiliar with the term, a Vested Crew Member is part of a Coast Guard Recruiting Command initiative aimed at streamlining the Guaranteed “A” School program. This program allows new recruits to be immediately assigned to their first CS rating billet while awaiting availability in the CS “A” School class.

Currently, A School and the RKM are developing guidelines outlining the activities VCMs can undertake while waiting for school. VCMs can complete local qualifications and perform duties as directed by their commands, but should focus on practicing the VCM culinary performance objectives as much as possible. This practical exposure to culinary training will give VCMs a head start in the CS “A” School Agile training system, potentially reducing their training time at TRACEN.

The CS VCM program is designed to address the shortfall in the CS Personnel Allowance List while enhancing the effectiveness of the Guaranteed CS “A” School program. By creating a streamlined process for Active Duty enlisted workforce accessions and assignments, the VCM program enables bootcamp graduates to be assigned to a CS3 position. They will serve in this role until attending CS “A” School on TDY orders, after which they will return to their initial assignments.

Attached is the draft version of the Vested Crew Member SOP. This SOP is a living document meant to be reviewed and updated regularly to reflect process improvements, new concepts, and revised priorities based on feedback from CS Supervisors to the RKM and into the RTAC.

The Standard Operating Procedure (SOP) aims to enhance comprehension of the requirements and direction regarding the Vested Crewmember. It presents a uniform method for CS VCMs to receive training in non-residential culinary practices, overseen by Professional Development Coaches (PDC) and managed by senior CS Supervisors. The performance checklist is intended for reference and training purposes. Its completion remains a requirement at CS “A” school.

Student Recipe Book for VCMs at CS “A” School
This guide aims to enhance the VCMs’ comprehension of the recipes utilized in “A” school by CSs. The unit can integrate these recipes into unit cycle menus to strengthen VCM training. While exact recipes are not mandatory, this booklet serves as a point of reference for the techniques and procedures of food preparation essential for fulfilling the Terminal Performance Objectives at CS “A” school.

Annual Audits: Important Information from your COSL Team

The COSL team is currently reviewing your CGDF Annual Audit submissions. To assist you in successfully completing your upcoming audits, we will be providing a list of common errors and frequently asked questions (FAQs).

In the past, feedback on Annual Audits was provided only in cases of outright rejection. Moving forward, we are committed to enhancing our approach by offering more comprehensive feedback and mentorship. Our goal is to improve the quality and consistency of Annual Audits through collaborative efforts with CSB representatives.

Data Collection

The COSL Team is currently capturing and quantifying CS rating data diligently. This effort is aimed at enabling our CS and Coast Guard leadership to make informed, data-driven decisions using updated models and methods for data retrieval.

Hurricane Response and Recovery Update

As we approach the sixth named storm of the season, with Hurricane BERYL and Hurricane DEBBY being the most recent to make landfall, the COSL team and Culinary Support Branch (CSB) representatives are actively monitoring the situation.

We will be reaching out to units in the projected path of these storms to:

  • Confirm current FSO contact information
  • Assess galley status (Open/Closed)
  • Determine the number of CSs attached
  • Evaluate the amount of food stores on hand (both shelf-stable and perishable)

Daily check-ins will continue throughout the lifespan and path of each storm.

For all FSOs in hurricane-prone areas, please ensure you have an emergency plan in place and consider maintaining 3-5 days’ worth of shelf-stable food stores to support your crew. If your unit is impacted for more than 3-5 days, the situation may be deemed significant and could potentially affect the operability of CGDFs.

Surge Staffing Section (SSS) / Request for Forces (RFF) Liaison Update

The COSL team members, CSCM Kevin Ball and CSC Ryan Vanwart, are collaborating with the Personnel Service Command (PSC)-SSS to coordinate Culinary Specialist support for mission-critical and voluntary short-term personnel requests. This process often involves reaching out to our Points of Contact (POCs) at CSA Yorktown or CSA Alameda, as well as contacting other units that may have volunteers or additional CSs available, including those from closed or disestablished CGDFs.

Please ensure that all SSS/RFF support requests are routed through your respective District or Area chain of command. Ashore Major Equipment Support Update

COSL Team member CSC Ryan Sukohl is actively seeking funding for major equipment replacement at ashore units. Equipment in need of replacement may include ranges, ovens, sanitizers, fryers, steamers, kettles, ice machines, and tilt skillets.

To request replacement equipment:

  1. Email CSC Ryan Sukohl at Michael.R.Sukohl@uscg.mil with details of your major equipment needs
  2. Include your EO/EPO in the email to streamline the process

This fiscal year, the POC will identify and prepare replacement equipment based on FSO requests, making it ready for replacement once funding is secured. The COSL team will prioritize and manage equipment needs until funds are exhausted. Additionally, we can assist in transferring new or lightly used equipment from units with surplus.

OCONUS Deployment Preparations

COSL members CSCM Kevin Ball and CSC Ryan Vanwart, in collaboration with DLA Troop Support Liaison CSCS Earnest Oellrich, will work closely with cutter FSOs to prepare for OCONUS deployments. Key areas of focus will include:

  • STORES WEB Accounts: Confirm which members are using STORES WEB and ensure their accounts are active
  • DLA Troop Support Liaison Contact: Verify if you have contacted CSCS Earnest Oellrich to discuss ordering points, lead times, and issues related to Government and Commercial provisions
  • Catalogs: Ensure you have downloaded the necessary catalogs for optimal DLA usage
  • Potential Issues: Identify any potential issues (equipment or personnel) that could affect the galley’s ability to support the mission effectively
  • Menu Cycles: Define the type of menu cycles you plan to use (e.g., 3-week, 6-week)
  • Pre-Deployment Loadout: Begin planning your pre-deployment loadout and estimate the associated costs

Culinary Support Branch (CSB)

The CSB team is currently rocking and rolling, providing unit guidance, training, and mentorship for 365+ units and Commands. Last week, RFMC, CG1K13, CSB, and FINCEN were in the process of updating the Culinary Operations Management Instructions. We greatly appreciate all feedback that was received. CSB has also had representatives at the Buoy Tender Roundup in Buchanan, TN and the CS Roundup in Grand Haven, MI. We look forward to sending a representative to the upcoming Buoy Tender Roundup in Juneau, AK.

The Culinary Support Branch has also seen a trend of unvalidated purchases. Please be advised the Purchase Card Team are holding all CHs/AOs accountable if purchases are not approved in FSMS.  We understand that FSMS is not a perfect system, and there have been issues recently. If you are experiencing issues within FSMS please stay in contact with your FOPC and CSB Representative. We ask that CHs engage with the AOs to ensure all cardholders purchase are approved in a timely manner, regardless the purchase. Mrs. Jacquelyn Rush sends monthly status reports for CHs/AOs for compliance.

For incoming and outgoing FSOs, please reach out to your CSB Rep for guidance to ensure a smooth departure and relief. FINCEN is currently missing the 90 day Follow Up memos with corrective actions. If you do not provide the memo, it is difficult for FINCEN/CSB to assist your unit with further actions. We understand that many of the missing receivables are untraceable, however, the memo informs us of the actions taken by the unit to recover the missing funds.

On the Horizon

  • New SDP and CS17/CS18 requirements are currently in the approval process; once approved, all SDP and Competency code requests will go through your CSB Rep for approval. Your CSB Rep will then route your memo to the RFMC for signature
  • CSB will be releasing all updated memos this month. Please note our SSIC has changed from 4061 to 7000

    Command Aide (SCA) of the Year.
  2. Background: This annual award recognizes the outstanding
    performance of Coast Guard SCAs working within Coast Guard
    Representational Facilities (REPFAC) and the Chairman of the Joint
    Chiefs of Staff residence. This award recognizes and encourages
    outstanding achievement, creativity, and contributions to the Coast
    Guard.
  3. Award eligibility: Presented annually, this award recognizes
    individual performance and contributions between the dates of 01
    OCT 2023 and 30 SEP 2024. Because the award is tailored to SCAs
    that serve in REPFACs, nominees must have served as an SCA in a
    REPFAC for at least six months during the qualifying period. SCAs
    who transferred during the competition year will compete from the
    REPFAC to which the SCA was assigned as of 01 APR 2024. Previous
    SCA of the Year award winners are not eligible to apply.
  4. The member selected as the Coast Guard SCA of the Year will
    represent the Coast Guard at the Inter-Service Enlisted Aide of the
    Year Competition held in Washington, D.C. The focus of the
    competition is Enlisted Aide duties with the purpose of relieving
    General and Flag Officers of those minor tasks and details which,
    if performed by the officers, would be at the expense of the
    officers’ primary military and official duties. Cooking will not be
    part of this competition.
  5. Nomination package requirements: Commands may submit an

    Southwest Asia (PATFORSWA). These assignments are for one year PCS
    deployments to begin in the Spring, Summer, and Winter of AY25.

    support of a highly visible support and national defense mission.
    Those selected for this opportunity will be required to attend
    pre-deployment training (PDT), which lasts approximately five weeks
    in addition to any required pipeline training. Actual report dates

  1. This message solicits for 154′ WPC or Fast Response Cutter (FRC)
    afloat assignments in Patrol Forces Southwest Asia (PATFORSWA).
    These assignments are for one year PCS deployments to begin in the
    Spring, Summer, and Winter of AY25. Personnel applying for PATFORSWA
    should expect high optempo duty in support of a highly visible national
    defense mission. Those selected for this opportunity will be required
    to attend pre-deployment training (PDT), which lasts approximately
    five weeks in addition to any required pipeline training. Actual
    report dates to Bahrain are set by the PATFORSWA Admin Officer.

    All members interested in this assignment opportunity should apply under

    of this assignment will result in an assignment priority one.
  2. This is a dependent restricted, non-isolated PCS assignment
    available for men and women. For additional information and benefits
    see our websites listed in paragraph 8.
  3. Assignment criteria: Applicants must be:
    a. 18 years of age at deployment date.
    b. Tour complete in AY25, AY26, AY27, or AY28.
    c. Suitable for overseas assignment per References A and E.
    d. A United States citizen.
    e. Maintain or be eligible for a Secret clearance.
    f. Must meet obligated service requirements of 15 months from
    report date.
    g. Must have completed and passed task 1-01, Physical Fitness
    Standards (PT Test), of Reference B, within the last 6 months

h. Must meet Coast Guard weight standards per Reference C
i. e-Resume includes command endorsement for all positions.
Additional command endorsements are required for independent duty
afloat (DC, IT, OS) per Reference A if applicable.
j. Possess a driver’s license valid through the entire tour of duty.
k. Able to pass Water Survival Training. (Note 1)
l. Previous qualification with a personal defense weapon (PDW)
is also highly encouraged but not required. (Note 2)
m. Possess a Government Travel Charge Card (GTCC).
n. All personnel selected for this duty must possess an Official Red
passport. Members who do not currently possess one shall begin the
application upon receipt of assignment orders. Passport application

Note 1: All members will be required to take part in 3 days of
intensive pool training as part of the Water Survival Training
Program (WSTP) at PDT. Students will be required to take and pass
the PT test in the first week of PDT in order to participate in
WSTP. Upon successful completion of the PT test, students will be
required to meet all tasks outlined in the WSTP Manual per Reference
D. Students should be comfortable in uniform treading water,
swimming, and jumping off an elevated platform. Members are
strongly encouraged to review WSTP requirements per Reference D
prior to attending PDT.
Note 2: Weapons qualifications are required for all shoreside
and afloat assignments. All E7 and below assignments are designated as
anti-terrorism/force protection (AT/FP) watch standers.

  1. Assignment Procedures: Members should complete reference E
    requirements for overseas assignment, complete a PT test and minimum
    weapons qualification requirements, and submit a command endorsed
    e-Resume for PATFORSWA positions by 18 OCT 2024. Those who are tour
    complete in AY25, AY26, AY27, or AY28 can apply and should list PATFORSWA
    positions only. If not selected, members tour complete in AY25
    should follow published AY25 shopping list deadline guidance or
    rating specific guidance for submitting updated e-resumes.
    Members tour complete in AY25 will be given priority for these
    assignments.
  2. Applicants should be aware that documented rated experience and
    qualifications may take precedence over assignment priority when making
    these assignments. Those who meet PATFORSWA assignment criteria and are
    not selected are encouraged to keep apprised of latest message traffic.
    PSC-EPM-2 will notify selected members or their commands on a
    case-by-case basis.
  3. Command endorsement criteria: All PATFORSWA endorsements should

address the following:
a. Verify that member meets all assignment criteria in paragraph 3.
b. List member small arms qualifications and most recent certification
date. Again, endorsing member’s ability to pass basic and/or practical
rifle qualification on the M16 or M4 rifle along with passing of the
physical fitness standards in the last 6 months. (Note 1)
c. Summarize previous law enforcement or AT/FP experience and
qualifications.
d. Backfill concerns: When addressing backfills for members not tour
complete in AY25, commands should keep in mind that receiving an
immediate backfill is not always possible. Commands backfill request
will factor into the candidate selection process. Additional guidelines
for command endorsements can be found on our SharePoint page.
Note 1: For members whose weapons qualifications meet the minimum
criteria, but have lapsed, basic and practical qualification courses
on rifle (among other weapons) systems will be administered at PDT.
