SUBJ: UPDATE TO MIGRANT INTERDICTION OPERATIONS TACTICS,
TECHNIQUES, AND PROCEDURES
A. (U//FOUO//LES) Alien Migrant Interdiction Operations Tactics,
(AMIO) Techniques, and Procedures, CGTTP 3-93.8
1.This ALCOAST announces an update to Chapter 7, Section D.4.
of REF (A). These changes will be incorporated into the next
revision of REF (A), which will be released within the next year.
2.Chapter 7, Section D.4.b of REF (A) now reads: “Coast
Guard units conducting migrant interdiction operations will provide
food or suitable snacks to migrants upon initial embarkation onto
a Coast Guard asset as soon as practical. Irregular maritime
migration is inherently dangerous and migrants interdicted at
sea may have gone days without food or water. Providing food
and water immediately upon embarkation mitigates individual
health concerns and is in keeping with our Core Values.”
3.Chapter 7, Section D.4.b of REF (A) will continue “Water,
rice, and beans are the most appropriate provisions for hydration
and sustenance. Commands may distribute an electrolyte solution
and an additional snack or meal. Nutritional value is the primary
consideration in providing sustenance and food items should be
familiar to migrants to prevent gastrointestinal issues. Cutters
shall provide 2,100 daily calories of food to migrants under their
care, typically in the form of rice and beans. These calories will
be provided over the course of two meals per day. Second helpings
of food may be offered to migrants during meal times upon request.”
4.Migrants who request additional food outside of meal times may be
provided fruit, oatmeal, saltine crackers, or an additional serving
of rice and beans. Recommended loadouts of these items will be added
to the forthcoming revision of REF (A). Commands shall exercise
careful consideration when and how they distribute additional
helpings as migrants are often transferred between platforms where
resources may not allow crews to provide equitable arrangements.
5.The intent of this policy is to provide supplemental calories
to migrants in Coast Guard care, not to replace current feeding
practices. Unit Commanding Officers (COs) or Officer-in-Charge
(OICs) shall exercise discretion in providing snacks to ensure
migrants do not hoard snacks, eat snacks in place of their primary
meal, or request excessive servings. This will help alleviate any
perceptions of unfair treatment amongst migrants and help ensure
consistency of treatment across Coast Guard platforms.
6.Children under the age of five require additional care and
monitoring. Units shall provide additional feeding times to children
to ensure they consume sufficient daily calories.
7.Operational units are encouraged to contact COMDT (CG-MLE-3) for
any clarification or additional guidance on migrant management.
8.This policy will be reassessed at the end of a six month
implementation period.
